Affordable Luxury for Local Buyers
At The Cottonwoods, homeownership is within reach for Steamboat’s hardworking individuals and families. These deed-restricted condos offer the best in modern living at prices significantly below market rates. To qualify, eligible buyers must meet the following criteria:
- One of the applicants must be working for, or retired from, a business physically located in Routt County.
- Applicants’ income cannot exceed 140% of the Area Median Income (AMI) for Routt County. Based on 2025 figures, that’s:
- $127,400 for an individual.
- $145,600 for a household of two.
- $163,800 for a household of three.
- $182,000 for a household of four.
- $196,560 for a household of five.

- Sole residence: Applicant(s) must sign an affidavit stating that they intend to live in the condo full time. All members of the household cannot own another home, condo, or mobile home in the state of Colorado, or if anyone does, they must sell within 180 days.
A Collaborative Effort for the Community
The Phase One development is a testament to what can be achieved through collaboration. The Yampa Valley Housing Authority (YVHA) and Steamboat 6732 Partners have partnered to bring this visionary project to life, backed by $1.84 million from the local mill levy, a generous land donation, and $4 million in state grants.
The City of Steamboat Springs’ backing in the amount of $10 million in short-term rental (STR) tax funding will be used dollar-for-dollar to reduce prices delivering great value to buyers with discounts to market up to 56%.

To become a homeowner of one of Phase 1’s 86 deed-restricted condos, applicants must meet the following criteria:
- The unit must be an owner-occupied primary residence.
- The household applicants may not own any other real estate in the state of Colorado, except for a property currently being sold as part of the purchase process.
- Employment requirements include working an average of 30 hours per week for an employer physically located in Routt County.
- Maximum income criteria is based annual Area Median Income (AMI) rates set by the Colorado Housing and Finance Authority (CHFA).
- Special considerations are given for retired Routt County workers or households with a disabled member.
- Agreement to an annual maximum price appreciation cap as per the deed restriction.
